Four zones weren created where gambling has been allowed in Russia: in the Altai region, Kaliningrad region, place on the border of the Krasnodar Territory and Rostov Region, as well as in Far East.

It turned out that the casino did not stop their work and were working illegally. Gambling halls changed its name to Lottery clubs. Law enforcement bodies have fought against this illegal business, but fully overcome the criminal business was unable. It was often impossible to detect clandestine casinos during inspections. It happened that when the police came the casino were closed and then continued their work later. Those casinos which managed to close some time later reopened at a new address.

Authorities intensified the fight against illegal casino in late 2010. To fight against illegal gambling business has joined the Federal Security Service (formerly the KGB). A large number of illegal casinos were closed in different regions of Russia. During the month and a half had been closed more than 400 illegal lottery clubs in Moscow.

42 illegal casinos in the Leningrad region stopped the illegal activities in spring 2011. 727 pieces of equipment used for gambling were withdrawn and placed in temporary storage, including 520 gaming machines. In Gatchina city (Leningrad Region) closed 15 halls, in the Volkhov area was closed 7 halls of playing automats.
Why do the authorities could not manage with this illegal business before?

In March 2011, Russian President Dmitry Medvedev instructed Prosecutor General to intensify the fight against illegal casino. He showed the Prosecutor General web site (gdecasino.ru) in which publicly was available information about the addresses of illegal casinos. The President was able to find this information, but police do not.

Police executed a special operation in March, which led to closing the largest in the Kabardino-Balkaria clandestine casino called "Sun City". It was located in the State Concert Hall in Nalchik. Income of a casino, which has worked since 2008, accounted for tens millions dollars a year. Visitors were wealthy people. Among customers were republic former and current senior officials. Casino owner was a former member of the Government of the Kabardino-Balkaria.

Six people were arrested in the Moscow region, including three officers of the Moscow Region Police Department. Documents were confiscated proving that the owners of illegal casinos paid overseas holiday staff of the regional prosecutor's office, including Moscow region prosecutor.
Criminals had nothing to fear with such support. Things are likewise in other regions of Russia. If the situation does not change, the fight against crime and corruption will be lost.
